EA Sports FC 27 Hits PEGI 16 for Player Packs

EA Sports FC 27 is PEGI 16 for Ultimate Team packs, which makes under-16 sales illegal in British shops while the US still rates it E.

EA Sports FC 27 went on sale on 25 September 2026 with a PEGI 16 rating, the first time the FIFA and EA Sports FC series has left the all-ages band. The football on the pitch did not trigger that number; the player packs in Ultimate Team did.

That 16 is now an age of sale in British shops, and in October PEGI is rewriting the same badge onto older digital games that still showed a 3, 7 or 12.

FC 27 Is the First 16 in the Line

PEGI’s own listing for EA Sports FC 27, filed under EA Swiss Sarl, attaches the descriptor Paid random items and dates the release to 25 September 2026 on PC, PlayStation 5, PlayStation 4, Xbox Series X|S, Xbox One, Nintendo Switch and Nintendo Switch 2. Consumer advice on that listing says the 16 is there because the game offers loot boxes, and that it is not suitable for people under 16.

The listing then describes the shop. Players can buy FC Points with real money and spend them on store items, a premium season pass, or player card packs. Those packs hold randomly chosen items, and the buyer may not know the contents before paying. There is no cap on how many packs a player can buy. An EA account can set monthly spending limits for a family. In Ultimate Team, the shop also rotates items that may not return, which PEGI notes can press a player to buy while a card is still listed.

FC 26, which launched on 24 September 2025, still sits at PEGI 3. So does FC 25. On those older sheets PEGI recorded the same style of card packs as extra information for parents, then printed “no rating issues” and kept the all-ages mark. The pitch did not get bloodier in a year. The rulebook did.

THE FC SERIES ON PEGI

Game Release PEGI rating What PEGI flagged
EA Sports FC 25 2024 PEGI 3 No rating issues; packs noted as extra info
EA Sports FC 26 24 September 2025 PEGI 3 Suitable for all ages; random card packs mentioned beside that 3
EA Sports FC 27 25 September 2026 PEGI 16 Paid random items; loot boxes in Ultimate Team

Ultimate and Ultimate Plus editions opened seven days early, on 18 September 2026. The 16 was already on the product by then. EA did not pull the packs to keep a 3.

What a PEGI 16 Changes at the Till

In England, Scotland and Wales, PEGI 3 and PEGI 7 are advice. PEGI 12, PEGI 16 and PEGI 18 are not. Trading Standards guidance on the Video Recordings Act 1984, revived in 2010, says it is illegal to sell a PEGI 16 game under age. A shop that hands FC 27 to a 15-year-old is not shrugging at a warning label. It is making an underage sale.

That is the jump the 3-to-16 move actually makes. Last year’s football game could sit on a low shelf and go out with a birthday card. This year’s copy needs an ID check if the buyer looks young, staff training, till prompts, and a refusals log if the shop wants a due-diligence defence. Online sellers are told to verify age too.

PEGI’s code of conduct also bars signatories from aiming ads for 16 and 18 games at people below those ages. A Christmas campaign built around kids in club shirts now has to live with a rating that says the product is not for them. Console family accounts and storefront age gates read the same number and can block a download the way they block any other 16.

The rule is not even across every PEGI territory. Germany uses the USK system, not PEGI. In some countries the number is still closer to advice than to a criminal till offence. The British high-street version is the hard case, and it is the case that turns a football annual into an age-restricted good.

Belgium has treated paid loot boxes as gambling since 2018. The UK government decided in 2022 not to bring loot boxes under the Gambling Act 2005. PEGI’s 16 is the compromise that landed instead: the packs stay in the build, and the age on the box moves.

Paid Random Items Now Set the Age Floor

PEGI announced the new interactive-risk rules in Brussels on 12 March 2026 and began using them on newly submitted games in June 2026. The body had already labelled in-game purchases and paid random items for years. From June those features can move the age rating itself. Paid random items, in PEGI’s definition, are in-game offers to buy digital goods where the player does not know exactly what is coming, including loot boxes, card packs and prize wheels, whether paid in cash or in a currency bought with cash.

New Games Hit 16 From June

The March notice set a default PEGI 16 for paid random items, with PEGI 18 in some cases, including social casino games. Time-limited or quantity-limited offers, such as a battle pass with a clock on it, default to PEGI 12, or PEGI 7 if spending controls are off until a parent turns them on. NFT or blockchain purchases that are required to play sit at PEGI 18. Daily quests that only reward a return sit at PEGI 7; systems that punish a missed day sit at PEGI 12. Games with chat and no block or report function sit at PEGI 18.

PEGI’S INTERACTIVE RISK LADDER

Feature Default PEGI rating
Paid random items (loot boxes, card packs, prize wheels) PEGI 16, and PEGI 18 in some cases
Time-limited or quantity-limited offers PEGI 12, or PEGI 7 if spending starts off
NFT or blockchain purchases required to play PEGI 18
Daily quests that reward a return PEGI 7
Systems that punish a missed day PEGI 12
Chat with no block or report tools PEGI 18

Dirk Bosmans, director of PEGI, said the work drew on Germany’s USK, which made a similar shift in 2023 after an update to the German Youth Protection Act. Elisabeth Secker, managing director of USK, said at least one of the new USK criteria had been applied to about 30 percent of games submitted since that change, and that around 1 in 3 of those games then received a higher age rating.

We are confident that these ambitious updates to PEGI’s classification criteria will provide parents and players with more useful and transparent advice that better reflects the overall experience that players can expect from the video games they play.

Live Digital Games Follow in October

On 6 October 2026 PEGI said it had begun updating a selection of existing digital-only games that still carried PEGI 3, 7 or 12 and contained paid random items. Those titles move to PEGI 16 with the Paid random items descriptor. The changes run across storefronts that use PEGI, through both the older PEGI Classic process and the International Age Rating Coalition questionnaire that most digital shops use, and PEGI told companies to update product listings and marketing materials.

THE RATING CALENDAR

  1. 12 March 2026: PEGI publishes interactive-risk categories in Brussels.
  2. June 2026: Newly submitted games, including FC 27, are rated under the new rules.
  3. 25 September 2026: EA Sports FC 27 launches at PEGI 16.
  4. 6 October 2026: PEGI says existing digital-only games with paid random items will move to PEGI 16.
  5. Week of 12 October 2026: The Games Rating Authority begins applying the update to selected live products, with the pass running through October.

Connor Hinde, policy manager at the Games Rating Authority, which administers PEGI in the UK, said newly submitted games had been assessed against the expanded criteria since June, and that the GRA had now begun applying those criteria to selected existing digital products. Existing digital-only games rated PEGI 3, 7 or 12 that feature paid random items, such as loot boxes, would be updated to PEGI 16, Paid random items. He pointed publishers with questions to the PEGI Helpdesk and said a large volume of rating changes would land in a short period.

Online games can remain available and updated for a very long period of time. To avoid that our age ratings over time become inconsistent, we decided to perform this update. This update ensures that when older games remain popular into the future, they reflect PEGI’s current age rating standards.

October Rewrites Games Already Installed

FC 27 was a new submission after June, so its 16 was printed before launch. The October pass is the quieter half of the same rule: games a child already has on a phone can wake up with a new number, and the store page can change without a patch from the publisher.

TITLES ALREADY SHOWING THE NEW 16

  • Pokémon TCG Pocket: Card collector listed at PEGI 16 on the UK Play Store after the pass began.
  • Pokémon Masters EX: DeNA’s 2019 gacha title moved to PEGI 16 on the same kind of store listing.
  • Fire Emblem Heroes: The mobile gacha entry in that series has been moved up on the same paid-random-items ground.
  • Zenless Zone Zero: HoYoverse’s action gacha title has been reported moving from PEGI 12 to PEGI 16.
  • Pokémon Go: The live mobile title is among the existing digital games drawn into the October rewrite.
  • EA Sports FC Mobile: The free football client, built around the same pack logic as the boxed game, is in the same bucket.

A football game with no blood now shares PEGI 16 with gacha combat titles because the shared fact is a paid random draw, not a violence scene. That is the point of tying the age number to the shop. Parents who only ever read the big numeral, and never the small in-game purchases line, finally get the shop in the numeral.

Fortnite Islands Went Dark in Europe

The first operational mess did not happen on an FC menu. It happened inside Fortnite Creative. Islands that used paid random items became unavailable in some regions after PEGI and IARC updated their criteria, because those islands were pushed to PEGI 16 / IARC 16. Epic’s own Fortnite docs set Fortnite’s PEGI 16 ceiling in Europe as the maximum rating an island can carry there. Creators still saw maps drop offline, then watched IARC keep writing paid random items back onto certificates after they thought they had stripped the feature.

On 9 October 2026, Fortnite Status said a fix to put those islands back up was rolling out within the hour, that Epic was updating Fortnite to support the paid-random-items change, and that PEGI and IARC would temporarily move the affected islands to a 12 rating over the following days while the companies lined up timing.

Fortnite Developers had already told a creator the timing of the change came as a surprise to Epic as well. That is what a rating rewrite looks like when it is not only a sticker. A live product can vanish from a region because a questionnaire answer now maps to a higher age, and the platform’s own ceiling treats that age as a lock.

America Still Rates the Same Game E

The Entertainment Software Rating Board is not copying the move. An ESRB spokesperson said the US system assigns interactive elements such as Users Interact, In-Game Purchases, and In-Game Purchases (Includes Random Items) as a separate layer, and that age ratings stay tied to the content of a game and the context in which it is shown. FC 27 is rated E for Everyone in North America, with notices that it offers user interactions and in-game purchases.

ESRB’s research indicates that parents want upfront notice about features like online communications and the ability to spend real money on in-game purchases, but that it could be confusing if non-content related features influence rating category assignments. As such, there are currently no plans for ESRB to allow any factors outside of the content and context of a game to influence the age rating assignment.

ESRB spokesperson, March 2026 statement

Bosmans said PEGI was conscious of that worry, including the risk that folding shop features into the age number could strip out detail parents used to get from separate labels. He also said he understood why the ESRB could take a different position. The result is one SKU with two moral readings. A 12-year-old in the US still sees a game for everyone. A 12-year-old in a PEGI territory sees a 16, and in a British shop that 16 is a refused sale.

EA Left the Packs Inside the Game

Nothing in the PEGI files says EA had to gut Ultimate Team. The June rules rate the presence of paid random items. They do not order a publisher to delete the shop. Spending limits on an EA account, which PEGI already records on the FC 27 sheet, were not enough to keep a 3. Bosmans has said a future path toward a lower rating for loot-box games might exist if spending starts off by default, but that path is not in force now.

So EA shipped the annual football game with the packs intact and took the 16. The boxed copy is already on shelves with that number on the corner. The quieter work in October is the live catalog, where a game a child already has on a phone can wake up with a new badge, and a storefront can treat that badge as a lock.

Annual reports are read to the footnotes, court filings to the exhibits, government releases to the methodology section, because that is where the numbers that matter usually sit. Each figure that reaches the page is checked against the document it came from, and claims that cannot be tied to a primary source are left out. That approach runs across the site's ten sections, written for an international readership: news, business and technology on one side, science, sports, entertainment, travel, lifestyle, gaming and auto on the other, all held to the same standard of evidence.
