An international symposium hosted by Spain’s Ministry of Health brought together over 1000 participants in Madrid and online to discuss the pivotal role of primary health care (PHC) in health systems. The symposium aimed to inform policymakers of best practices for PHC implementation and underscored Spain’s leadership in driving the PHC agenda forward.
Transforming Primary Health Care: From Spain to Europe
The Spanish Minister of Health, Monica Garcia, set the tone for the symposium by emphasizing that PHC is not merely the “front door” of the health care system; it is the heart. European experts concurred, highlighting that PHC goes beyond delivering care—it encompasses health promotion, disease prevention, and community well-being. PHC also plays a crucial role in equity, human rights, and social justice, serving as a cornerstone of social cohesion.
Quality PHC requires time, collaboration, specialized training, and investment in professionals. However, spending on PHC in Spain has not kept pace with increasing challenges. As people trust PHC more for biomedical, mental health, and social problems, the strain on health workers grows. Josep Figueras, Director of the European Observatory on Health Systems and Policies, emphasized the need to demonstrate that PHC is value for money in the post-COVID era.
Global Insights: Implementing the Primary Health Care Approach
The symposium marked the release of two significant publications aimed at guiding PHC implementation worldwide. One of these publications, titled “Implementing the Primary Health Care Approach: A Primer,” offers insights gleaned from experiences in 50 countries. Authored by around 70 experts, including researchers and academics, this primer is poised to become a foundational resource in the field.
Strategies for Enhancing PHC
During the symposium, Spain, along with Slovenia, Finland, the Netherlands, and the UK, shared strategies to enhance PHC:
- Person-Centered Solutions: Focusing on individual needs and preferences.
- Health Care Worker Retention: Addressing workforce challenges.
- Task-Sharing: Expanding roles to optimize care delivery.
- Social Prescribers: Introducing new roles to address holistic health.
- Outcome-Aligned Spending: Ensuring health spending aligns with desired outcomes.
Spain’s commitment to advancing PHC underscores its leadership in shaping health systems across Europe. As the heart of health care, PHC remains central to achieving equitable, effective, and sustainable health outcomes.
